So at Hempfest in Seattle, the cops opted to hand out Doritos bags. However, the bags contained a very funny PSA message, culminating in "WARNING: The contents of this package are as delicious as they appear."

It was a great idea really, iirc the PSA warned of the particulars of their new laws. And the cops seemed to be having a good time.
