The Denver Zombie Crawl each year also goes through a pedestrian mall in downtown, but you can drive through at various intersections. Each year, they hire people who specifically have the job of stopping the crowd when the lights turn for this exact reason: so traffic can move along, and no one gets hurt from someone who is either inattentive, impatient, scared, or a complete ass. From the video, it looks like they had one person who was (possibly?) doing that (the guy in the hardhat/visibility vest), but that may be a "construction worker zombie". If so, they had no one visibly doing anything to create breaks in the walk and permit the flow of traffic.
In other words, there's a lot of fault to go around here. The organizers and/or police present should have been creating openings for traffic to move along, the driver should have also known better than to try and push a freaking car through a crowd of people on foot.
