Starts out an interesting article on celebrities cutting back for the recession, but then it goes on to talk about the "Buyer's market" and asking salons and stores to "do a little better" on the price.

Most employees don't have the authority to haggle, so thats just plain bad advice. Employees for the most part simply cannot haggle. Price changes like that require a manager override, and continually doing that is a great way to get on the manager's bad side.
