I think the manager meant well, but got too clever by half.
Instead of encouraging employees to turn on each other for a pittance of a monetary award, just write a memo saying wearing inappropriate attire, using cell phones while on the clock, and having your friends hang out where they're not supposed to will result in termination. And post it where everybody can see it, have everybody read it and sign off on it.
That puts the screw-ups on notice, and doesn't create grounds for a hostile work environment complaint.Knowledge is power. Power corrupts. Study hard. Be evil.
