I asked my brother, the ex-Marine who carries a copy of the flag code in his wallet. (Yes, he's stable, just extremely patriotic and respectful of those things.) He says, like Geek King said, to contact the local veterans group and let them educate the offenders. They might even be in a position to help set something up so it can be flown correctly. He agreed that an all-weather flag can be flown in the rain, but at night it has to be lit regardless of its fabric. His yard flag is, floodlight's on an electric eye so he doesn't have to be home to turn it on.
He also, as an aside, said that most dry cleaners will clean American flags for free. They're not to be laundered.

This reminded me of a business outside of my town -- they have a flag out by the main road in the county, they had a light on it at night...... but it was so bright it was blinding the cars driving past (ok, people complained - really it wasn't that bright, it was distracting and "blinding" as from preventing people from being able to see deer on the side of the road or the upcoming street).
The local veterns group and police showed up one day and said "please turn off your light -- here's a paper saying it's ok to leave it up all night (a "pass" saying it had to be unlit for safety)" and they later installed new lights free of charge.
