I answer the switchboard for a college. Our business office does not have a hold line when there are no free lines, just a message that the operators are busy.
More times that I can count I've had the following conversation.
Them: Hi, I called the business office, but it said that all the operators were busy and to call back later. What does that mean?
Me: That the line is busy and you have to call back later.
Them: ......oh
And it's never the "oh yeah, duh!" "oh" it's the "oh thanks for clearing that up for me". Maybe I'm overlooking something here but I'm not sure why so many people get hung up on that.
