      I don't use wikipedia for anything. I just googled "will to work states" and it was the first entry that came up.

        Again, you need to contact your state's labor board to find out exactly what your state's laws are on these matters.

        It seems highly unlikely that they can make him pay for a uniform then make him turn it over to them without reimbursement when he leaves. While I can understand them not wanting a uniform of theirs in the hands of a non-employee (the spector of massive car theft looms), it would seem that they would have to pay him for the uniform at the end of the employment.

        But, he needs to contact his state's labor board. We can speculate all we want, but there are no final answers here.
