I think even the customs people realise that people are only human and that mistakes happen. Cover your ass the corporate way - make a note of the error somewhere official and investigate how the 'procedure' can be improved then write an SOP up for the procedure.

In other news, this drama ended without a climax. He apparently didn't know what a "felony" was so I explained it to him (his English is so-so). Now he's cool with paying duties/customs fees and still wants the merchandise, and is actually HAPPY that I'm so pleasant?

I guess too many hours working in retail will make you afraid to tell a customer no.
