You gotta wonder about some schoolboard decisions... and some parents I might add.
Here when I was a kid, I remember that in elementary school (gr. 1 - 6) a teacher could NOT fail a student without permission from the parents.
so yea.. you could have a kid old enough to know better (say.. 11 or 12, old enough to know that YES you have to do schoolwork to do well in school) who could just do NOTHING all year round and unless parents said 'yea ok fail him' to the teacher he or she HAD to pass them.
I'm hoping that's changed in the last... 15 years but who knows. probably not.
