We get asked every time we go to Target, and the Walmart one comes in waves. Partway through my most recent four months there (three years ago), we were suddenly encouraged to ask if customers wanted the credit card, though there were no incentives (and, thankfully, no penalties for not pitching). I think it waned off again after a while as the cashiers lost interest and the management stopped pushing it.

What I found out recently is that one of the major multi-chains over here is actually a co-operative. Which means their "loyalty card" is actually a membership/ownership scheme, and therefore makes sense to be part of!
They don't push it hard, just mention it (to remind people to use it) at most transactions. Which is just as well, as the full membership fee is €100 (which you get back, possibly with interest, if you later leave).

The Walmart near my house has paper signs taped to all the registers that say "If you are not offered a Walmart Credit card, tell us and you get a free 2-liter!"
So, I get asked every time I go in there. My response is usually "I would be glad to fill out the application, but I can promise you I would not be approved so lets not waste the time."
