Not just sightings, but this has got to be the single most annoying phrase I've heard. It doesn't have magical properties. If something's not OK, saying this phrase won't fix it.
When the bus driver tells you that you CAN'T put your bags there, the correct response isn't "It's OK", especially not when you already were the idiot who didn't start picking the bags up to carry them into the bus (three trips) until after the door was already open. Saying "It's OK" doesn't move your bags behind the magic line. Picking them up and moving them does. (This lady had seven or eight plastic shopping bags. No cart, no regular shopping bags. If you can't carry all your bags at once, consider changing how you shop, or, at the very least, be more considerate about it).
When you arrive 5 minutes before the exam starts (about 10-20 minutes late), and someone points this out, saying "It's OK" shows that you don't understand the situation. Saying "It's OK" does not change the fact that you are late, and that the other proctor is now going to be even more late, due to having been sent out to get the materials that you were supposed to be bringing.
