spotted at the local bank

I went in to hear about getting a new credit card, as mine is falling apart...

as i wait, i overhear this at the counter where you do withdrawals...

CC = Crazy Customer
BW= Bank Worker

CC: "give me money"
BW: *waits for the credit card a little, then decides to ask* "can i have your credit card?"
CC: "no"
BW: "can i have your account number then?"
CC: "no"
BW: *looks confused, coworker comes over to help*
CC: "i want my 700 kroner" (norwegian currency, it's around 50-60 USD)
BW: "i need your account..."
CC: "they let me get money without a credit card"
BW: *looks to her coworker*
BW2: "CC has a special deal in Kopervik"
BW: "oh.. okay, CC you need to speak with your bank in Kopervik, this is Haugesund"
CC: "i want my money"
BW: "you need to be at the bank in Kopervik to do that"
CC: "but i'm here!"
BW: "yes, but we can't give you money, you need to speak with the people in Kopervik"

at this point i left, but this had me scratchign my head, i'm guessing the crazy customer, had some sort of mental disability... or was just very old...

i wish i could go to the bank and demand money without a credit card.

I was just wondering why "give me money" would not have immediately set off a robbery alert.
