I think the thought of looking "decent" for public really depends on the community as a wholes definition of "decent"
I agree with you 100% Because to this point, I was still confused about some people going ick at people in bathing suits, bikini tops, or topless young men in stores. We're a water-based comunity here basically, and I've seen-and been-people in bathing suits, tiny clothing options or topless guys shopping all my life. We're surrounded by beaches (I got one in my backyard!) and we attract tourists like crazy!
i have no problem with asking people to put on shirts; if they lack enough sense to come in properly dressed, i'll politely inform them that health codes require them to cover the areas in question.
this happens mainly because we are in an area where looking unkempt is the rule and not the exception. it feels like we're in an area of the us known for 'hillbilly' type behavior...

That policy of 'No shirt, No shoes, No service' SHOULD be enforced. Because its a health and safety issue. If one goes into a store with no shoes and gets their feet smashed by a cart or something then the store gets sued because of the customers stupidity. At our store we have the same policy but do we enforce it? Goodness no! It would be downright "SINFUL" to send them away and follow our own policy. Gosh, how will we ever function without their $20.00 purchase?
The security in my casino are constantly yelling at people to leave their damn shoes on. I would NEVER walk around barefoot in a casino. Germs are just everywhere... And who knows maybe that "wet spot" was barf not a drink.
When I lived at the beach in a tourist hotspot, it wasn't uncommon to see people come in barefoot, or with bikini tops or shirtless (for the dudes, of course.) I work in a grocery store and as far as I know we don't even have that rule.

At the supermarket, the "no shoes no shirt no service" rule is strictly enforced in the case of fat hairy old men... however, if a sexy young guy wants to come in shirtless, we let him.

At the beach, it's not uncommon for certain beachside restaurants to not enforce this rule. However, one time, when I was at St Augustine Beach with my brother and friend of ours, we walked to this place called The Oasis. They did not care about whether or not you were wearing shoes, but they did expect you to wear a shirt. This friend of mine was a little overweight, which may have contributed to why he was treated differently than us, but then again, the rest of us had our shirts on. They have also have this policy in place due to even more unattractive men that visit.
On another note, the Ron Jon Surf Shop in Cocoa Beach does not enforce this rule being I always see people coming in there, and we're talking some that just came in out of the water. It sure would be nice if those people would dry off first or shower of the sand before walking in.
I personally don't care if you are attractive or down right ugly. I don't care if you have a six pack, or are considered obese. Just wear a shirt! I cringe whenever I see a person without a shirt. Surely it isn't appropriate to leave your house half naked?

You might not, but there are plenty of people I know of that do. Even their children (if they're boys, that is) walk around the house with nothing on except a pair of shorts. However, I'm with you on this one. I'm not a thin person, haven't been in a long time, and I just don't feel comfortable answering the door to my kids' friends that way either.

Heh. I've not done it, but I've heard stories that were circulated around my college that the whole reason we lost our fraternities; was some hazing ritual where all the pledges were made to walk into a store with no pants on. The story went that when they were eventually approached by staff and possibly police, the guys were to note that the sign said nothing about pants.
