AD - As I said (tho it may have taken me a couple of posts to clarify it). I never said I *agree* with what those (thankfully few) cops do. Also, I was referring more to interstate travel, where an explicit minimum speed is set. Hell, I used to BE the guy doing 50 in a 65 when I was still a learner, but I was in the far-right lane when I did ^_^

Hubby grew up in Elmont, NY, and he has told me stories of the Garden City PD (they have their own police dept) and they were pretty much untouchable when it came to traffic tickets because the 2 cops who gave out speeding tickets were father/son, and the judge who officiated traffic court was the Brother/Uncle.
Hubby got nabbed multiple times for doing *one mile* over the speed limit. He would try to fight the ticket, get denied, and literally see the Judge saying "Hey Junior - tell your Dad dinner tonight is at 7."
However I got to witness some karma the day before yesterday in the form of an asswipe making a left turn nearly 4 seconds after the light had turned red, and the opposing traffic had green *right in front* of a cop car. The lights and siren went on so fast! *grin*The large print giveth, and the small print taketh away.

I do ALOT of country k's, mostly on one-lane-each-way highways. I have no problem with learners, elderly, 'Sunday drivers' going under the speed limit as long as they check their mirrors and pull over to allow cars to pass. I have often had these people move over enough to wave me past when it is safe. Basically half in their lane and half on the verge. Really handy when they have a big car or are towing.
The one's who make me see red are the people who are doing 60 to 70km in a 100 zone and then speed up when someone attempts to overtake them. It's especially frustrating when there are now 20 cars and trucks stuck behind 1 person. The few overtaking lanes that exist are not usually long enough to clear this massive backlog.
And yes I will 'fly' past you at 120km when overtaking in a 100 zone. That is because I want to get back onto the correct side of the road as soon as possible. IIRC, the minimum speed on UK motorways is 45mph, where the maximum is 70. Naturally, if traffic is heavy you might not be able to reach 45 anyway, but your vehicle *must* be capable of reaching that speed and you are expected to do so when it is safe.
The official rule is also that you are supposed to move over to a slow lane whenever you are not actually overtaking another vehicle. The rule is often ignored by frequent drivers, leading to joking speculation about the existence of a Middle Lane Owner's Club. In Germany, this "move over" rule is more strictly enforced - and an especially good idea when you consider that some autobahns genuinely do not have a speed limit!
