And 96 kph?? Possibly they might do that here on local highways ... wouldn't surprise me. I no longer "do" highways of any sort, partly because of drivers like that.

I will never understand WHY these idiots don't take these extreme conditions into account.
I think I mentioned this one here before. It was either late January or early February here in northern VA and the roads were covered in melting snow. Two 2-lanes roads with a traffic light, EB traffic is backed up. Light starts to change. EB Idiot decides to speed up to run light and does so. Now slams on brakes to stop. Surprise, road is slick! Takes out at LEAST four cars in front of him while the rest of us watch on in horror...

All of them heading to the nearest grocery store to stock up lest they run out of food and have to resort to cannibalism...
Within hours every store in the region is out of the following:
1) Any snow shovels and salt they still had in stock
2) Milk
3) Bread
4) Eggs
5) Bottled Water
6) Toilet Paper
Hence the above mentioned overloaded cars and mom vans.
There once was a storm that paralyzed college town for a week and longer in some parts. Roads were closed, power was out, emergency services were paralyzed and 6 feet of snow fell in a 24 hour period.
It happened at least 25 years ago, though. Things have changed a LOT since then. Power lines have been buried, snow plows bought, roads improved, etc. Even if we do get another record breaking storm like that people won't be trapped in their dark homes, huddled under blankets and eating shoe leather. Common sense, people...and slow the heck down!
In all seriousness, winter comes every year here, and everyone knows it - and are prepared.
Everyone with sense has at least two sets of tyres for their cars, and sometimes three - summer tyres (these get the "stylish" rims), and winter tyres with and/or without ice studs (generally on plain steel rims). Studs are only supposed to be used during certain times of the year, unless the weather demands them anyway, while summer tyres are outright banned during those same dates.
I have studded winter tyres on my bicycle. With them, and with sufficient warm clothing. I can cycle the several miles to the next town and back in a blizzard if I have to. I try to pick better weather if I can, though.
