One night drving home from the 'Q, this car was coming towards me from the opposite direction. Gotta love those back country roads.
I was getting pissed because he kept getting closer and still had his brights on. So I flashed my brights at him in the time honored way of being a sucky driver.
You're not the only one. I can't stand them. They are brighter than "regular" lights. Still, you won't see me putting them on my cars any time soon. They aren't cheap, and IMHO, don't do a better job than what I have now. Doesn't stop the riceboy crowd from installing them on their "fixed up" Civics
What bugs me though, are the idiots who drive around with their *fog* lights on all the time. Even worse, when they're brighter than their damn headlights!

I feel bad for my Dad sometimes. His pickups (which he needs, since he hauls animals to auction) are usually the any-bigger-and-you-might-as-well-get-a-semi size, which means his low beams end up in a lot of people's eyes! but his high beams will bug other people, so he can end up with some crabby drivers on the road with him.
Any day you're looking down at the dirt instead of up at the dirt is a good day.

I apologize for my semi-truck as well. I get lights flashed at me constantly at work, and I know it sucks, but I flash mine for a split second just to let them know that I'm not trying to be a jerk. Then I flash my lights at someone that's coming up on me with brights, and they refuse to dim them. If it's borderline bright I don't bother, but there are some lights you can tell they're just not dimming them.
I started getting migraines a few years ago which has left me permanently photophobic, and bright lights in turn can trigger the migraines. The absolute worst thing about my current co-worker is he leaves his lights on CONSTANTLY while we're working. Getting out of the truck while parked on the scale...lights on. Behind me, waiting for me to get out of the way so he can do his thing, lights on. Sometimes BRIGHTS on. No matter how many times I ask, and security working at the scale asks, he just doesn't care about anyone but himself. The dumbass doesn't NEED lights when the truck's not in motion. There's plenty of light from the streetlights at the mill. He's just a jerk.

Can't you report him for aggrevating a medical condition or something?
You'd need to prove intent to cause pain. If he's doing it to everyone then that's a job for the management, but it's also evidence for his defence on that charge.
I'll bring it up to him again with the boss present, and will provide a doctor's note if necessary. I'll make it clear that if his behavior continues I won't be reminding him again; I'll go up the ladder and to OSHA (if OSHA applies in this situation). In my dream world I'd also remind him that the world does not revolve around him and that he needs to take into account other people's problems; he's in the South now and we're generally more polite than the Northerners he's accustomed to (no offense to Northerners on this board, just a generalization), thus we expect a certain amount of politeness back. He can't seem to figure out why I don't like him much...it's not just this, it's his entire attitude of ME ME ME. But that's for Cursing out Co-workers.
