I've noticed a recent trend in my town. I've seen this before, but the frequency in which I see it now has increased dramatically to the point where there's at least a sighting a day.
The scene: a lighted intersection, with arrows for protected left turns. The cast: one driver waiting at the light for the left turn arrow to turn green, another car across from him who has a free turn on red waiting to turn right into the same lane.
Once the cross traffic has cleared but before the light has changed, the car with the free turn on red sits there. No, he's not turning, not just yet. Though he's had ample opportunity to make his move, he has to wait until he sees the other car get a green arrow and start to move. Then, and only then, does he casually make his turn, cutting off the car who has proper right-of-way!
