I'm not sure this is entirely the fault of the driver. How many people here ever had it explained to them that those hand signals they learned in school aren't just for cyclists?
However, that doesn't change the fact that driving down the road with your left arm sticking straight out of the window is signalling a lane change. Bonus points for not signalling when you do eventually make a lane change. And for cutting people off to get to your exit. Because I'm sure it makes sense to go to the far left lane two exits before you need to get off (almost all exits here are on the right). Yes, traffic was light, but changing lanes twice (while signalling in the other direction) still requires distance.
