For valid reasons, I'd imagine that "If I'm not at the hospital in 30 minutes after they call, somebody else gets the kidney" would count. As for people who are "on call" for their job, where do you draw the line? A specialist doctor (cardiologist, neurosurgeon, etc), or (small town) the only member of the volunteer fire department currently in town who's qualified to operate a certain piece of equipment would probably be in the "OK, carry your phone" category, but someone who works at the local "hamburger hut" and whose manager requires a certain number of workers to be on-call at any given time in case someone calls out would be "you can either store your phone with us or not see the movie".
I'd guess it would be cases that are (literally) life-and-death that would be allowed to hang onto their phones.
If they asked me I would have them speak to my supervisor about it, because he has the final say, chances are he would let them keep their phone, he's fairly laid back and reasonable. . Really it's not something that's come up very much. The DHS guy is the only one who has cited his job as a reason why he needs his phone.
We did have a woman who came to a movie with her son. The kid had to be given anti-seizure medicine at a specific time and she wanted to keep her phone so she could set an alarm to remind her to give him the medicine on time. We wound up compromising, she gave us her phone, and we made a note of where she was sitting then reminded her a few minutes before the kid had to have his medicine, and that worked out fine.

If you can, keep a hold of some cheap-ish digital watches where the screen can light up and an alarm can be set. That way for scenarios like that, the mum can also keep an eye on the time just in case a staff member gets called away.
