    Also, to note:

As far as I remember, cigarette machines didn't take bills, they took quarters...so how the hell would he have put in $20 without noticing that it wasn't giving him his precious smokes?

Exactly, I haven't seen one in decades. In fact, it's interesting watching old MISSION: IMPOSSIBLE (1966-1973) episodes for all the obsolete technology:

      1) Reel-to-reel recorders
      2) Wire recorders
      3) 8-track tapes
      4) Phonograph records
      5) Photo booths
      6) Cigarette machines

I'm sure a lot of young viewers look at this and wonder 'what in the world is _that_!'
      I have a Reel-to-reel, 8-track player, and gramophone, and I'm only 25. Then again, I love antiques.

Old movies can be very amusing. I often find myself watching one wondering, "Why doesn't the just call them?" for just a moment before my brain reminds me that the ubiquitousness of cell phones is a very recent thing.
I giggle every time I watch Blade Runner when Deckard makes a video-phone call and the Bell Telephone logo pops up on the screen.

There was a cigarette machine on campus at my high school. Of course, my high school was a boarding school and shared the same campus as a college in the city where one of the major manufacturers is headquartered, so it wasn't exactly normal in that regard. We could also smoke in our dorm rooms, at least in the dorm I was in for my Jr. and Sr. years. I've been told that they no longer sell cigarettes anywhere on campus and smoking has been banned completely in the high school dorms now.

I have seen them in some Reservation Casinos. Usually deep on the floor and they had strict (as in here for the buffet we'll have Security escort you straight there, bathrooms to be used are in the buffet) policies on minors, or no buffet at all.

I've seen cigarette machines in a couple bars around here, but it's definitely rare. People clearly use them for the novelty; definitely no money to be saved on them.

The last time I saw a cigarette machine was in 2000, at an Orlando nightclub. I remember buying them at least once from a machine in a midwestern hotel when I was 15 or 16, though.

Last one I saw was converted to sell card game packs and regular playing cards.
If I make no sense, I apologize. I'm constantly interrupted by an actual toddler.

I've seen them in a hotel selling stuff like toothpaste, but that was a while ago.

There's also art-o-mat which vends art from them.
