AE has the perforated price tags. Most of the time, if we were marking something down, we would just sticker over the price until it went out of season, then pull off the perforated part and put the price sticker higher up on the tag. Also, if people purchase merchandise, they might pull of the price like that, and then if it doesn't fit, they may return it. Hence price tag w/ no price. For those robes though, my guess is they ripped the perforated tag off because of the sale. They may be clearing out that style or color, so they will never be full price again, or it might be a new hire that didn't know any better.

to go along with the theme of using reciepts,
i used to be an assistant manager at a restaurant in a theme park
and i had someone try to get a free pizza from us saying they didn't get their order yet, and when i asked to see their reciept, they showed me one from pizza hut..... which was obviously not who we were!
