I work at a place that has a department that will identify weeds/plants/insects and diagnose problems with your plants. (free - it's supported by tax dollars) which also means we have beautifully landscaped grounds!

A man walks in with a flower so I ask if there's a problem with his plant...

His response....

No, I want to know what this is, I just picked it outside.

I'm assuming that was his sole purpose in coming in.

So he had to defile your beautiful grounds to know what the flowers were outside, though he could have just walked inside and asked sans plant destruction.

But that would be logical.

You did tell him that destruction of property is an offense right? And if you're supported by the government they'd probablly make it worse.

Wow, I'd love it if they had a similar department in my city/state. I'm widely known as a killer of plants and they can use all the help they can get.
