I once had a person walk into a SAMS club... pick up like 100 or so VHS tapes (every week), and a few videos......
I never said anything of why they were using that many tapes (although the joke was it was probably "homemade videos" if you know what I mean) -- but I have known people to make copies of videostore tapes, specifically the tape store who had a police raid and a huge fine slapped on them for it.
But i've never been asked for anything illegal directly - other than people asking if they could copy one vhs to another (or to dvd, or dvd to dvd, etc). While possible (and probably extremely likely) they meant illegal things, they never outright said "yeah, I'm going to see if the FBI warning is real" or whatnot.
