Some obviously really trashy people decided that after they ate, they'd change their baby's diaper right upon the very table they just ate upon. That other people were expected to eat upon after they left.
They did that at the pizza restaurant I worked at, too. Seriously, ?! There's a restroom with a changing table not 20 feet away!
Even when I became a mommy myself, I never changed my son on a dining table! I always took him into the restroom, even if it meant changing him on the floor (had a changing pad in the diaper bag, most diaper bags come with them now). Most public restrooms nowadays have changing tables, or at least a section of counter suitable for changing the baby. Even in the men's rooms. So really, there is no reason to change the baby at the dining table.
Back OT, as far as breastfeeding in public goes, they have lots of nursing tops with openings so you don't have to "whip them out". Just unsnap/unbutton the flap. If you do it right, nobody even knows you're nursing (except for the slurping noise), it just looks like the baby is asleep in your arms.
Today I encountered a "whip em out" mother; however, I kind of got the feeling she was doing it purely as a statement and/or attention seeking, which to my mind makes her a moron. -.- She was escorted out of the shopping centre by security... FAIL.
People who don't like cats were probably mice in an earlier life. My DeviantArt.
