    What's a 'council tax'? Is that something like a county property tax?
    Figers are vicious I tell ya. They crawl up your leg and steal your belly button lint.

      We have the government = the whitehall bunch who sit in session and vote on issues of major importance (such as giving themselves huge pay rises because other people get them). They fund themselves (and sometimes the country) by national income tax and a few other wily wheezes.

      Then we have the local councils. These are locally elected officials who sit in committees to decide how much they should pay themselves, and they occasionally do some decent work as well. They are funded by the council tax - it's set by each local council and based on property values, so you pay more if you own a large home.
