Don't know American law in any great details, but in Germany, an exchange of emails between two parties indicating mutual interest is already considered a contract.

Meaning: if they mail a quote to you, and you mail back accepting it, then it's binding for both sides. Signing anything isn't required. However, if a cancellation was sent - within a specified timeframe - then that should have been that.
