Come to think of it... if he paid with any form of Credit card, you have his ID info... you'd still be able to call the cops to file a police report. Plus I'm sure the woman who originally complained would NOT mind being a witness.

I was actually on a jury that convicted someone of a very similar thing.
The person was in his car, in the parking lot of a gas station, uhh...entertaining himself. In full view of people visiting the gas station to actually put fuel in their vehicles.
This of course disturbed several people who called the police. When the police arrived, they surprised the guy who then pretended to be drunk. If he was stumbling down the middle of the street, naked, singing loudly, and blind drunk, I'd have let him off the hook. Perhaps he was a bit tipsy, but he wasn't that drunk.
He was convicted of indecent exposure, which requires him to register as a sex offender. Personally I think the whole idea of the sex offender registry is badly done and a knee-jerk overreaction, but thats another topic.
Point being, if someone had called the police, I'm pretty sure the charges would have stuck.

i could be wrong but... whipping it out and rubbing one out in public ... well if you don't have a care about doing that, what's going to be next.
like the guy arrested by my late aunt's house... walking down the street exposing himself to the children.
