    In many cases, because of POA or joint accounts. The person signing and the person who's name is on the account really do not have to match. But I understand the policy of not wanting to take the risk.

      I don't know if I'd want just anybody able to claim POA on my account and sign checks that don't have their name on them. If they have POA, they should have a letter to prove it. As for joint accounts, Hubby and I make sure all our joint account checks have both names on them so either one of us can sign 'em.
