This particular foreigner & his female passenger did realize after a while that I was not letting them park, but it took them a while for him to leave.
My spiel: "I'm sorry, but Visitor Parking is reserved today, & I can only allow people on the event list to park. I'm sorry, but I do not have any other spaces for anyone else to park in, & so I cannot allow anyone else to park."

me: "Hi, how may I help you?"
smf: "We're here to see Mr. Ross. We have an appointment"
me: my spiel
fc: "We will onlybe parked in the garage for 30 minutes"
me: *Sorry, but it does not matter how long you are parked in the garage. The garage is still reserved, & you still cannot park*
"I'm sorry, I understand that, but I cannot make any exceptions because I have to follow department guidelines"
smf: "Where else can we park?"
me: "Other parking is available at the meters across the street, at the lot on North Main street, & at the lot at Main & Commerce"
smf: *looks behind him & then turns around*
"Call Mr. Ross" *he said this 3 times*
me: *sorry, but you don't tell me what to do. The garage is still reserved, & you still are not parking."
"1) I'm sorry, but I cannot do that. He has to call extension 7868 *Kim's extension, she is the manager I report to*; then 2) I'm sorry, but I have to follow department guidelines. I cannot do that, & finally 3) I'm sorry, but I cannot do that"
smf: "I'll wait here for a car to leave" *he said this 3 times*
*according to campus police & the department I report to, I cannot allow anyone to do that*
me: "1) I'm sorry, but I cannot allow anyone to do that; 2) I'm sorry, but campus police will not allow my to do that, & finally 3) I'm sorry, but this entire area is a no parking zone"
smf: "I'll park in the staff garage then"
*the Parking office, which is an entirely different department, is over that garage. Visitor Parking/Community Relations is the department I report to, & it's located on an entirely different floor than the Parking office*
me: "You will have to press the call button because the Parking office is over that garage, & it is up to them if you can park there"
smf: "I see that the sign states $5.00 per visitor. I'll pay the $5.00"
*according to Visitor Parking/Community Relations, anyone entering the garage when it is reserved wil receive a parking ticket from campus police. Plus "Lucy" will not call the Parking office to change the open sign to full when I let her know that every non-reserved spot is taken*
me: "I'm sorry, but you will receive a parking ticket from campus police if you do park in the garage because it is reserved"
Exasperated look on his face. He finally leaves. What is with these customers who expect us to do something we cannot do just because they told us to do it? Sorry, but it does not work that way.
