It's from an episode of "Night Court". Brian Tochi (from the original "Revenge of the Nerds") plays the Crown Prince of Kapua, an island where all the beautiful women walk around topless. He instantly falls in love with public defender Christine Sullivan because of her less revealing wardrobe and 'sensible shoes'. At the end of the episode she covers herself with a fur coat for their amusement.
