    California only requires an emissions test every other year, and proof of insurance. However, at any time, you can be pulled over and cited with a fix it ticket for anything and everything wrong that the cop sees. The tickets are $10 and you have a limited amount of time to fix the problem; if you don't, the tickets jump to several hundred dollars. Each item is a separate charge, so just a few unfixed items you ignore can add up to thousands and a quick tow.
