One of the things we sold at my last retail job was carpet. We were told to add a couple of inches to whatever number of feet the customer wanted, just to avoid this sort of mess. And if there was less than a foot left on the roll besides what the customer wanted, we just gave the rest of the roll to them.
The only problem I ever ran into was the one customer who saw there was a little over a foot more on the roll, and wanted me to give him the extra foot for no extra charge. His reasoning was "no one's gonna buy just a foot." I ended up having to call a manager over for that one. I can't remember if he ended up getting the extra foot or not, but I do remember the manager told him in no uncertain terms that he was not getting it for free.
