    There is no industry standard on titles: some companies use the word 'publisher' to describe a person who commissions books, others people who commission books and also manage several people under them. 'Editor' can be someone who just commissions, someone who commissions and does hands-on editiorial work like editing and proofing, or someone who is just a hands-on monkey being spoonfed work.

    If by 'publisher' you mean a publishing house, the company, then since they employ the editors, either freelance or in house, then they tell them what to do.
