One company I used to work for had to create the "AVO" form: Avoid Verbal Orders. (This came down from the union.) Too many managers had been telling people to do something unsafe or illegal, then letting the employee take the fall. After too many of those, the union came up with the AVO form, and in contract renegotiations, they stipulated that any employee can insist on orders being on an AVO form, and had the right to say "Put it on an AVO and I'll do it, but I won't do it without the AVO." (You can bet a lot of problems for employees ended that day.)
Soooo many problems in my professional life could have been avoided if my organization had AVO forms! (I don't mean at my current job but rather at my last, non-profit job. My boss was notorious for making offhand remarks as she walked out of the room that, she felt, carried the same weight as written procedures. She would actually get offended if we tried to clarify something in writing.)

When he told you that anyone the receptionist vouches for can bypass written rules, did you get THAT in writing?

Like contracts, a verbal order is only as good as the paper it's written on. And it becomes his word against yours. Whenever anyone tells you to violate policy, GET IT IN WRITING!
You wouldn't still happen to have a copy of that lying around somewhere, would you? I'd like to take a look at that... sorry for the threadjack, just always looking for another tool to keep my ass out of a sling.

I can feel for you. Around here we have a saying. "Don't like the rules? Wait five minutes". Especially when management finds out the rules apply to them. Then they make sure to word it so it doesn't apply to them.
Engaged to the amazing Marmalady. She is my Silver Dragon, shining as bright as the sun. I her Black Dragon (though good honestly), dark as night..fierce and strong.
