I don't know where people get it from, but it's apparently supposed to mean "I hear what you are saying, however, YOU know you can do better for me". It's like passive aggressive haggling.
I have gotten a few people using that line on me. Has made me want to smack each and every last one of them.
I had a customer who kept repeating "I understand" when I tried to explain something to him about a sale. And then he went off to get his items, when he came back he obviously DIDN'T understand because he messed up the sale. Then he proceeded to bitch me out and throw his items at me. Obviously, sir, you didn't understand.
I've learned that whenever they say I (something) they usually aren't paying attention to you at all.
If someone said that to me more than once, I would output a stream of highly technical words related to the matter at hand and demand him to explain to me just what it was I had said.
