I've joined from UK, specially to provide some helpful info.
    (1) If you look up the IP address and contact details of this guy's website, you can find out who his ISP is, and who his domain provider is (often the same, but not necessarily). You complain to them.
    (2) Using the IP address or the contact details, you can find out where he is located in the UK (which police jurisdiction)
    (3) Google "report crime online site:uk" - this will give you the Government (national) online crime reporting system, and the pages for most (all?) the local police forces, so you can report him to the coppers. Be assured, what he is doing IS a crime in the UK.

Over here in AngloSaxonViking country, we bury people like this in mud up to their ankles (head downwards, of course).

    Good hunting!
    Greetings! And thank youuuuu. <hugs>

    1. I actually have contacted his ISP, these guys called TalkTalk. They pretty much were like "you are SOL until your FBI contacts our police and has them do something."

    2. I have his home address....and his IP....ooooh this could be fun.

    3. Definitely doing that tonight. <3 <3

...Can I marry you? I'm sure my husband won't mind. Much. Or something. <.<

Edit: hubby looked over my shoulder at this and said "WTF WOMAN"

My wife WOULD mind. She's usually described as "nice but scary". And I like her. A lot.

Haha, collecting a harem I see. Good luck - hopefully reporting him locally will get him into some more trouble.

As for #1, if they know he's doing cyber crime and letting him getting away with it, I'm sure local (to them) law enforement is gonna come down big time on TalkTalk for allowing it to happen despite being informed, perhaps you should mention something along those lines.

You could also tell those botnetters that contacted you, to spread the word that he's under investigation (even if it is a lie), not only will that maybe scare him, it'll also make it less attractive for the people whose services he's buying.

            Also

            http://www.ispa.org.uk/

May be of use to you, though i looked and can't find TalkTalk in their member list.

            Maybe also Ofcom too

as they are "Independent regulator and competition authority

                well it may depend.

if he's paying people to hack in he might not be using his own ISP for it.

however i think you should contact the cops.

and part of me wonders how spun up the troll would be if you posted about him on your website, making fun of the "anonymous" hacker who's so lame he can't even get a DDOS to work.

I appreciate all the helpful sites, definitely going to have to check them out once this cold goes away.

I did mention it to the botnetters. One was so angry that he might've "gotten himself into this mess" that he proceeded to DDOS little twit's website. Who was furious at ME for that.

There already may or may not have been a thread his "peers" made, lol'ing at his fail.

So, was your wife standing over your shoulder when you typed that?

Depends on what kind of proof Seraph can supply them. They're not going to just shut off their service to someone on the say-so of somebody else on the other side of the ocean. Hence probably the comment on, "Have your police contact our police..."

                        Amusing Update:

To cover some of the background missing from this thread, this whole thing started over the fact he wanted me to give him a free website design, and that he wanted his nonrefundable deposit back as well. So basically he's been attacking because he thinks it'll convince me to not let him pay off the rest, and give him back his money as well.

To taunt me, ex-client Paypal'd me the rest of what he owed me, short like $10 he'd accrued in late fees. He messaged me all "ohhhh now you can't touch me, I paid you, and the invoice says its paid, so THERE." Two minutes later he filed for a PayPal refund. Since my invoicing system doesn't quite always catch refunds, his reasoning was "the invoice still says paid, she can't prove otherwise, therefore I can get my money back and then be free as the wind."

Yeah well, guess who took a screenshot of all the messages he sent and forwarded it to PayPal?

Yep! I got my money, I don't care now if he uses the design. Its incomplete, and I sure as heck am not going back and fixing it up. I'll consider it payment enough for what he's done, but I am still going to press charges as best as I can, and will be still trying to get a report sent on over to his local police station.

Errrrrrrrr, re. his ISP's response - sounds like he's violating his TOS/EULA with them (or equivalent). That said; they may not be able to disclose to you that they're taking action against him.
I'd suggest try emailing them again, just briefly asking if they can do anything as he's violating his TOS/EULA with them as a provider. Can't hurt, right?

We're allowed to tell you "no".

Tell him you're bringing back polyandry and that one man just isn't enough anymore.

Me: Okay..so I think I get why Zoro wears a bandana
                            DDD: Cuz it's cool

So, by using the Doctor's reasoning, bow ties, fezzes and bandanas are cool.
