I know this may come as a shock to you but phone numbers contain more then 4 digits. I have absolutely no idea how you thought 4 would be sufficient.

Having lived in the sticks where there was only one exchange for the town/village/whatever, most people only gave out the last 4 digits, because everyone either lived in E or P. It took some time getting used to.
