Customs has been a HUGE issue as far as I've seen before. Things get delayed for ages in there, and buyers almost never listen as to why stuff is still waiting there. And of course, shipping costs are extremely high, and customers complain about THAT, too. So in all honesty, its not worth me worrying about them dinging my rating, or leaving me a negative feedback over a shipping problem I can't do anything about.
That's sad. I remember one time I bought something from an Etsy seller in the States... a week after she messaged me asking if I'd gotten it yet. I told her not, and she started having a bit of a tizzy until I told her I'd only consider it lost if it didn't get there in a month. Gotta love customs. It's sad that so many people don't understand that though.
I have been willing to transship for my nonAmerican buddies before. I usually just ask for amazon goodies in exchange for whatever the shipping costs end up being. It does get tricky shipping electronics behind what used to be the Iron Curtain, I had a motherboard and a video card show up with the video card missing in Romania. We figure that the customs inspectors just couldn't resist a [used] video card. I wouldn't dare ship something like an Ipod or equivalent [that type of stuff I handcarry over on vacation and samizdat express it if we have common friends that can hand transfer instead of shipping.]
Being Canadian, it's a huge frustration when people flat out refuse to ship to Canada. However, I have seen some auctions/buy it nows where the seller had United States listed as their "ships to" option, but didn't state that they would refuse to ship anywhere else. In those cases, I've messaged the seller and asked if they would be willing to ship to me, saying I really like their item and don't mind paying the extra shipping. That usually gets a good response. However, if the seller takes the trouble to write "I won't ship outside the US at all", then I don't bother. My attitude then is "Fine, to hell with you, I'll give my money to somebody else."
And I don't blame sellers for Customs or shipping/duty fees. I know that's not their fault. Unfortunately a lot of people don't, and that just fucks it all up for the rest of us, because sellers get sick of being blamed for things outside their control.
FYI, I've only ever had one package seriously delayed by Canada Customs, and that was during the holiday shipping season. Since then I've never had a problem.
A couple of time when I was unsure I just emailed and asked if they shipped to Canada. (Admittedly, once it was "PLEEEEEEZE TELL ME YOU SHIP TO CANADA!!!" -- but only once. )
Of course I'm happy if they say yes and disappointed if they say no -- the only thing I seriously hate is when they can't be bothered to respond at all.
I have a few people that ask me if I ship quilts to Canada. Then get all upset when I tell them the extra shipping cost. :eyeroll:
That's how much extra it costs me, plus I need to pay extra for a tracking #. The one time I forget to ship something with a tracking number, it gets "lost" and I'm out a quilt and $150.

That's ridiculous. I *always* expect shipping will cost more and factor that in if I am asking.
The large print giveth, and the small print taketh away.
