The weird thing about Mr. Snoopy is that, technically, he won. He received his demand - undisputed evidence of your authorization to perform your job.
In other words, "You got what you wanted. You should be happy."
Snoopy didn't care about your authorization; he wanted you gone. He asked for your authorization, hoping that would make you go away. Instead, he got your authorization. You played by his rules and won. He can hardly claim unfair treatment.
