I was going to say shoot rubber bands at the balloons, but Lillfilly's suggestion makes more sense.
When you start at zero, everything's progress.

We don't have to worry about dogs being left in the cars here at W MART. Customers every single day take their dogs inside! Pets are not allowed in the store at all, except service animals, but every idiot in the city takes advantage of that by bringing some rat poodle into the store and when they're told that no dogs are allowed, they scream, "It's a SERVICE ANIMAL! I'LL NEVER SHOP HERE AGAIN! I'M CALLING YOUR CORPORATE OFFICE!"

So despite the fact that the person is in no way disabled(except in common sense)and their dog is in NO WAY a service animal, we still have to let them inside and we end up cleaning the floor that their little dogs shit on, which the owner pretends never happened, so our store has become more like PETSMART, which is a store that animals ARE welcome at!
