My city recently introduced a ban on plastic bags, and the stores charge 10 cents for a paper bag. To be honest, I've found this to not be as big a hassle as I originally thought.
I don't use plastic bags at all, anyway. I live a fair bit from the shops, and don't have a car, so walk up and fill my big army surplus backpack twice a week.
The customer is always right, but this is a public house, and you are a guest.
