Years ago, we used to get secret-shopped on that. At the very least we had to offer to walk the customer to the product. If they took you up on it, you had to do it, already with a customer or not. You were just hoping the mystery shopper would understand.
Of course, what if the customer you were helping before interrupted was a secret shopper? It's a winless game.
Fiancee: We're going to need to do laundry. I'm out of clean pants.
Me: Sounds like a job for Gravekeeper!
    Fiancee: What?!
    Me: Nevermind.

If you just pointed or gave directions, you failed that part of the secret shop and got a talking-to from your manager.
That policy sounds like it was DESIGNED to piss off customers. Picture the following:

Employee is helping customer "A". Customer "B" comes along, and asks where to find the left-handed grapple grommets. According to the policy, employee offers to walk customer "B" to the spot (never mind that they had been helping customer "A" when customer "B" interrupted). Customer "B" takes them up on it. If I were customer "A", my response would be "Wait a minute - you were helping me, why are you ignoring me in favour of a buttinski? He can wait his turn!".
Any fool can piss on the floor. It takes a talented SC to shit on the ceiling.

LOL, that wasn't their intent. Just more stupidity that came from that particular management regime.

They thought we should be all things to all people. They installed a selection of groceries, refrigerated and frozen foods, and milk and dairy coolers in remodeled stores, including my own. They brought in a selection of $1 merchandise (this came about because a corporate person saw a Bentley parked at a dollar store, no lie), newspapers, stamp machines, Krispy Kreme doughnuts, and various other stupidities, all justified with "Its the right thing to do for the company."

I don't agree with too much the current corporate folks are doing now, but I like it that they did make a point of undoing practically everything the old regime brought in.
Knowledge is power. Power corrupts. Study hard. Be evil.
