Not that I'm privy to the actual set of stats used, but there is also another bit to take into account... white collar crimes.
An employee can easily embezzle (read - steal) millions of dollars. That would be almost impossible for the majority of 'customers' to do.
Even if we are looking at a local shop - someone skimming $50 or $100 a shift wouldn't be too hard. Not so easy to rack up that sort of a bill in products (and those product are going to be wholesale price - not the retail price - whereas all $100 is effectively 'retail price').
Also - some of the most wanted items are those that an employee has access to, that customers don't - such as cigarettes.
