The Parking office staff reports to the university police chief. Since there are times when Visitor parking is reserved for events beginning at 5 or 6 p.m. (like today), the uiversity police chief does not want to turn anyone, except students, away if you will be gone before 5 p.m.
Since I cannot guarantee anyone parking in the garage will be gone before 5 p.m., & there were some cars already parked in the garage when I got to work, I made my own criteria.
Here it is:
His reason: I am providing a public service.
When Visitor parking is reserved for the first shift, things will change. Then there will be complaints. Oh well.

- If you are here for business reasons only, & you will be gone before 5 p.m., yes
- If you are not here for business reasons only, no
- If the person you are here to see told you a parking spot would be reserved for you, but one was not, & you will be out before 5 p.m., yes
