Not a sucky customer per se, but definitely a sucky/frustrating situation. And I agree that it would be better to go to a regular register, although using an express lane isn't technically wrong. I will say that WIC transactions also tend to take up a lot of counter space, while you're sorting and separating the transactions and items. Tough to do on a teeny counter at the express checkout.
