This tends to happen with painful regularity, and hopefully i can paint a good enough picture of the area the situation takes place in.
On my way to work i have to go to this one collection of one ways that form a square under a highway and above another street. (Think of it as akin to a roundabout, except with stoplights and done in a way to accommodate a pair of roads running through said roundabout... best example i can think of.)
The part of said section of road i take is in between an exit and entrance of the highway that runs above it, with it having a left turn only lane which leads to the inner lane of the intersecting road, a left turn or straight lane which leads either to the on-ramp or the outer lane of the intersecting road, and a straight lane. The road that intersects it goes to an on-ramp for the road on the bottom of this... square-about... thing, which happens to connect to multiple stores (mine included) that are pretty well visited.
And it rarely fails that someone will try to get to said on-ramp from the outer lane. Which makes little sense due to the road visibly going on longer, and having a few other opportunities to get onto the other road. Even trying to merge with half a car length between people, forcing either a quick slow down/stop or crash. (the latter hasn't happened yet.)
One recent example i can give is a grey SUV i noticed go into the middle lane, pull to the side of the car that was in front, turn left, then slow down and move back into the inner lane behind that car to go to the on-ramp.
And I don't think it's mostly people who live out of town... We have no real landmarks outside of a university famous for an awesome Woman's Basketball Team, but that doesn't seem to generate enough tourism year-round to do that... and while it's a few miles away from I-35, it's still far enough away to be a real cause.
