A 'wiper' is somebody who wipes the hit paint off of themselves in an attempt to not be out. Its cheating plain and simple, and a serious accusation.
I don't know the rules of your field, but at the field where I used to play, if the ball hit but did not break, you were not "dead," and didn't have to leave the field.

This was an issue in winter, when the cold made it more likely that the balls would not break.

OTOH, it also meant you were more likely to go home with bruises, because the velocity of the ball did not change. Ouch.

Once I got hit in the cap. Because of the way it was sitting on my head, it absorbed the strike and just rolled onto the ground at my feet. The guy who hit me got pretty mad, but the ref on the field told me I was good to stay on the field. Took the guy who shot me out

same here...Didn't break, not a hit...I'm talking about a broken ball, but somebody has tried to wipe it off, "erasing" the hit. Hence = Cheating.

Also, this is why we have two fields(indoor and outdoor), about technically the indoor field is large enough to be split into two, and it's heated .
      Frying pans! Who knew, right?

Ah... memories. I still get to tease a former HS classmate over running across a field screaming "It didn't explode!!! It didn't explode!!!". Funny, how almost 20 years later that's something that sticks in your head. I've thought about taking my eldest out to a field, but I personally no longer look forward to being shot at 300 FPS .
But the paint on me is beginning to dry

I played paintball once, and am curious about a situation that came up. One player was in a really good (behind cover) position. A ball hit one of the branches providing cover, and burst (you could see paint on the branch). Of course, some of the paint from the burst ball kept moving, and splattered on the player's mask a few inches behind the branch. Is this considered "out"?

I don't play myself, but I believe the paint spot has to be a certain size to mark you out. So drops won't knock you out, but a big enough blot will kick you. (Most of my knowledge has come from reading Doc's webcomic. )

It shouldn't. You should be able to see a dark center splotch with paint radiating outwards, and maybe some shards of the ball shell clinging to the mask.

A few spatter drops wouldn't cut it. Call for a ref and ask for a ruling, but don't argue if he rules against you.

                This, pretty much.

(If you haven't seen it: clicky Funny that just this week they're talking about someone getting a fillup of CO₂ for the first time in ages.)
