Sadly our fire alarms go off so often nobody even moves anymore. We just go: Oh, again? And carry on with business as usual.

With a kid so young, what I'd expect is for them to get a short lecture from a nice cop or fireman about why they shouldn't do that. In short, a warning. If the kid was old enough to know better or this happened more than once, then maybe a sterner lecture or a fine to the parents.
The father brought him up to the office the next day and our Sergeant talked to him, though apparently the loud noice the alarm made was enough to scare him out of doing that again. The dad was actually very good about it and said that he was the parent and so it was his fault, since the kid's only 3, though he did have the kid appologize as well as appologizing himself.

I'm fairly sure nothing is being done about it.

I'm still trying to figure out how the little bugger was able to reach up that high.
About average for a 3 year old I'd say? Just high enough to reach it.

I keep telling our customers who ask "where are the bathrooms?" "they are in the corner by the fire exist, just take the small hallway next to it marked 'bathrooms'" "oh ok!!" only twice, even after working there 3 years (meaning they get what I say) have used the 'STOP! FIRE ALARM' door to think thats the bathroom. Firemen don't even respond to that, even when we had a customer drop a lit match in a bin of pillows during Christmas but thats another story.
