I just have to say this - HUGE respect for you on this. One: for not taking the easy way out on things... Two: For managing to lose 400 (!!!!) pounds! I know that ain't easy.

Also... not all disabilities are related to the arms, torso, and legs. One of my friends has tags for her brain tumor, so if something happens to set it off, the car is close at hand. (someone else driving of course) but she doesn't use them much, just when she knows there's a chance something might happen.
now for the OP, maybe I read it wrong, but it sounded like he had parked blocking the ramp itself... Not that he was using a handicapped parking spot, but parked so that other patrons requiring the ramp would be blocked from entering the store... tho i could be wrong.
THAT is where I get confused. How can someone get disabled TAGS for things like brain tumors or blindness. TAGS as in License Plates. Not the hang tag you can put in anyones car you're in.
Think about it. "I'm so blind I need to park closer to the store.. BUT I CAN DRIVE?!?" I LITERALLY have customers coming in my store, ALONE, who ask for assistance to find an item because they are 'Legally blind'... and then GET IN THEIR CARS AND DRIVE OFF!!! Does this not scare anyone else?
And for things like brain tumors/mental disabilities... again, it's safe to DRIVE?
The cars I bitch about (like the corvettes) have LICENSE PLATES with disbled permits. That means the person DRIVING has the disability.
In Florida you can get a disabled parking permit if you:
- Are unable to walk 200 feet without the use of or assistance from a brace, cane, crutch, prosthetic device, or other assistive device, or without assistance of another person.
- Permanently need to use a wheelchair.
- Are unable to walk 200 feet due to lung disease or require the use of portable oxygen.
- Suffer from a Class III or Class IV cardiac condition.
- Are severely limited in your walking ability because of an arthritic, neurological, or orthopedic condition.
Corvettes are NOT easy to get into. And when you get out and RUSH to the front door without any help, don't have oxygen or a limp that leaves the heart condition. Probably NOT a good idea to drive around in a sports car if you have one of those.
This entered Fratching territory a while back. I'm going to give this another chance to get back on track, but one more post about anything related to disability parking permits and the thread will be closed. There is plenty of other suckage in the orioginal post to discuss.
