You can't ban babies or toddlers from public places, save for bars (and that's only after a certain time). That's discrimination.

I'd be tempted to ask them if they change their kids' diapers on the kitchen table at home.

Had something identical to that happen in the restaurant I work at. Except they also left the used diaper on the table for the poor busser. With things like that, unless another table says something, we're not supposed to intervene.

Why the hell not? That's disgusting and I'm guessing the health department wouldn't be too happy if they happened to be there and the management just let it happen.

Passengers often try and change their babies on the seat back tables YUCK. I always tell them off.

Seriously, I have no problem with breast feeding in public, but there is no need to actually expose anything. My friends have managed just fine without showing the world anything that would get them arrested in any other circumstance. It is entirely possible to feed a child and keep your modesty at the same time. If people are outright ogling you, you're doing it wrong.
